Abstract

This project analysis the financial and operational implications of leasing vs. purchasing the CT scanner with focus on its application at CWB Airport in Brazil. Aviation security has changed drastically after 9/11 attacks with a huge change and involvement in the international regulations including ICAO Annex 17 and ANAC standards, which shows the importance of adoption of the advanced screening technologies. The study combines primary research, obtained through survey and interviews with aviation security experts in Brazil and Ireland. With secondary research, which includes literature on risk management, financial decision making, and aviation security. Both quantitative and qualitative insights into operational challenges, financial viability, and regulatory issues regarding the installation of CT 3D scanners at CWB Airport security checkpoints were obtained using a mixed methods methodology. According to research, leasing allows airports to upgrade to new equipment without having to make a large upfront investment and gives them greater financial flexibility. However, the long term depends on suppliers and the risks associated with contracts also make things more difficult. On the other hand, purchasing ensures both asset ownership and rule stability, but it comes with a high upfront cost. The study concludes that the most sustainable plan of action for airport authorities might be a hybrid strategy for long term stability with leasing for short term flexibility. The report offers a framework to assist government officials, regulators, and airport management in deciding how much money to spend on aviation security infrastructure in the future.
